Puts one of the caller's organisations in the practice: one they own (400 otherwise) and in no practice (409 otherwise). The practice's members reach it from then on; its own members stay as they are. A contractor organisation with no HMRC credentials of its own files with the practice's default set. 409 for a practice managed in Sodium.
